I don't understand why you don't just make your gays or drug users take it, because these rates are high enough that people can contract HIV from heterosexual sex in some areas of Russia.
Mostly couse of child prostitution. Kids tend to underestimate the seriousness of the virus, not been properly informed about it sign's or on how to protect themselves from it, but also they tend to trust the adults who fuck them. They are kids after all. Didn't heard anything about vaccination, interesting stuff, defently not on the budget tho.
I don't understand how it could "not be on the budget", the costs associated with having large numbers of people with AIDS are surely much higher than identifying the people most likely to contract it and hitting them with an injection twice a year.
The comment about child prostitution is just baffling to me as well, it can't seriously be that widespread in Russia that you're attributing the HIV rate to it.

Well, this is just silly, considering that's mostly involved people in illegal trades. You can only offer it to everyone who wants, so they come and get vaccinated no questions asked. But than again, those are not most responsible people. I think the government just decided to take it at this point.

Around 10% of female russian workforce were involved in prostitution, the average age of first sexual experience for females is 14,8 the age of consent is 16, everybody doing it already, why not make some mondy while you young and hot, and have no other way of having your own income? Yes, that's why people do not pay for sex generally, which is obviously coercive and creates incentives beyond "I want to have sex". As far as I know being a homosexual is not illegal in Russia, what are the penalties for being a drug user? I imagine more harsh than here, generally when drug users are caught they are not punished the first time but given an official notice from a court that amounts to "Stop this behavior, this is your warning. Here are drug treatment places should you need them".
I of course don't expect Russia to approach such a problem in the same way a Western European country might and you are generally much more harsh in matters of government, I'm more surprised you aren't literally forcing people who are likely to contract and spread a deadly virus to undergo preventative treatment, seems like it could easily be framed as punishment or whatever is culturally needed to have such a thing be accepted in Russia but having AIDs in your country past a certain point stops affecting only the IV drug users and homosexual men/people who do anal sex frequently.
It begins to affect your paramedics who have to treat people, your police officers, your newborn children who come into this life with the virus, etc

Well, I didn't saw it like that, but it's an interesting perspective on thing of which I didn't thought. But tbh I think to expect someone to want to have sex with you is overly-optimistic.

That's just a majority of populaton in general, if don't have capital apart from your own body and time or can't sell the products of your labour, you gonna have to sell yourself. You sell yourself to drive a lorry, to stand behind a counter, to sweep the streets, or you can blow a guy. Either way you selling out. Althought all prostitutes I saw have been reporting mental problems, so there is something to it.

Depends on a drug, it's amount, your priors, if you cought with a bag of weed for the first time you can do 15 days in jail, but a gramm too much and your doing 5 year bit for possesion with inted to distribute, it really comes down to that police feel like giving you. Yeah, goverment doesn't care. They more concerned with squeezing money and keep the power. Plus couse the goverment let healthcare system to go that bad people just don't trust them to come with anything not evil or stupid regarding it. Sputnik V was the cleares example there they developed the best drug in quite a short time and couldn't get anyone vaccinated. And we know now that it was the best option, but they just couldn't amount any trust in a system.

it's one of the more common means of contracting HIV in most countries, I don't have a fixation it's just a fact that HIV is a bloodborne illness and people using dirty or unclean syringes or sharing with others is a very easy way for somebody to catch AIDs. I was curious about the criminal penalties because if they're very harsh I'd imagine IV drug users would be much less inclined to show up even if you did have a program to "vaccinate" them.

this shit has started showing up in Western Europe a lot, it's not in Italy yet but people are going crazy with the stuff in Berlin and the Netherlands. I personally tried it once and decided I would never touch it again because it seems too good to be true/too harmful of a drug. I could definitely see it being a factor in people being unsafe about sex though, it's probably the most disinhibiting substance I've ever put in my body.
