I have no idea who those people are. I myself never traveled to rich neigberhoods even of this country, so I can say nothing for behaviour of those people, most likely they are supirior to you, traveling that far is expensive.

Not everyone from Russia is an ethnic Russian, Russia is a multitude of peoples (204 to be exact) with their own culture and customs - for example, in Moscow it is customary to give way to a woman in public transportation, but in Kazan it is not - there a woman is traditionally inferior to a man (in the norms of Tatar Islam).
I've spent a lot of time with Argentines in chat rooms, many of them talk bad about their country, blame each other and say other Argentines are disgusting cattle. I don't believe that. Honestly, I don't like people who hate their country and complain instead of making a public effort to change things.
